- An argument often made against allocating money toward bike infrastructure improvements is that they cost too much. So why not allow bicycles on existing infrastructure? Bicycle Highways sound good on paper, but for a city and state that is bankrupt, building new infrastructure is going to be a harder sell than retrofitting existing infrastructure.
